Data Centre Projects in Saudi Arabia are expanding alongside investment in artificial intelligence, cloud computing and digital infrastructure. Operational capacity increased from 68 MW in 2021 to more than 440 MW in 2025. By then, the Kingdom hosted more than 60 data centres developed by over 20 companies, with investment exceeding SAR 16 billion.
For hyperscalers, telecoms providers, operators, engineering firms and infrastructure contractors, this expansion creates a workforce question as well as a capacity question. Data Centre Projects require different combinations of engineering, technology and operational expertise as facilities move from construction through commissioning and into live operations.
The workforce challenge is not simply how many people a project needs. It is whether the right capability will be available when each project stage requires it.
Data Centre Projects Require Different Skills at Each Stage
A data centre does not require the same workforce throughout its lifecycle.
Early delivery can depend on electrical, mechanical and infrastructure expertise. Construction and systems installation bring different technical requirements. As the facility approaches commissioning, specialist knowledge becomes increasingly important for testing critical systems and preparing the site for operation.
Workforce planning should reflect these transitions.
This matters when expertise comes from global engineering teams, equipment manufacturers or specialist technical partners. A project can have substantial headcount on site and still face a capability gap if the specialists required for its next milestone are not ready to deploy.
Specialist Roles Need Early Workforce Review
Job titles used across global Data Centre Projects do not determine how Saudi employment requirements will apply.
Saudi Arabia classifies non-Saudi work permits into High-Skilled, Skilled and Basic categories. The framework applies defined occupational and assessment criteria, which vary according to the skill category. For example, High-Skilled classification considers occupational group, wage, Professional Accreditation and a points-based assessment covering qualifications, experience and wage.
Employers should therefore establish the Saudi occupation, responsibilities and candidate requirements before building deployment assumptions around an international specialist.
This becomes particularly relevant across multidisciplinary teams, where engineering and technical positions can sit within different occupational groups.
Engineering Workforce Rules Need Early Review
Engineering capability can represent a significant part of data centre delivery, so current localisation requirements can affect workforce composition.
Saudi Arabia began enforcing a 30% Saudization requirement across 46 specified engineering professions on 30 June 2026. It applies to establishments employing five or more workers in covered engineering roles and requires professional accreditation from the Saudi Council of Engineers. The underlying decision also raised the qualifying minimum wage to SAR 8,000.
For employers, the practical question is whether planned international positions fall within the covered occupations. Establishing this early helps determine where Saudi capability needs to form part of the workforce plan and where international specialist deployment remains appropriate.
Technical Partners Shape Data Centre Projects
Data Centre Projects rarely depend on one organisation.
Owners and operators may work alongside engineering contractors, equipment manufacturers, network specialists, systems integrators and commissioning partners. Each organisation can have its own international workforce requirements.
Headcount alone does not reveal which people are critical to delivery. A specialist responsible for one system may represent a small part of the overall workforce, yet their absence can affect installation, testing or handover.
Workforce planning should therefore identify capability dependencies, not simply mobilisation volumes.
Commissioning Changes the Workforce Requirement
Commissioning represents a major workforce transition.
Construction may be progressing well while specialists required for testing, controls, electrical systems, cooling infrastructure or network environments remain at an earlier stage of deployment preparation.
Employers should work backwards from commissioning and handover milestones to determine when each capability must become available. Immigration and document preparation can then reflect the required sequence rather than the order in which individual applications happen to begin.
A common project deadline does not mean every specialist should start mobilisation at the same time.
Operational Readiness Requires Another Workforce View
The workforce requirement changes again when construction gives way to live operations.
Operational teams may require capability across critical infrastructure management, networks, security and ongoing technical support. Cybersecurity deserves particular consideration. In June 2026, the National Cybersecurity Authority updated the Saudi Cybersecurity Workforce Framework, which defines cybersecurity job categories and roles, along with associated tasks, knowledge, skills and competencies. The framework also supports workforce planning and recruitment.
Employers should therefore consider the transition from project workforce to operating workforce before handover. Completing the physical facility does not by itself establish operational workforce readiness.
Measure Readiness Across Data Centre Projects
Mobilisation figures show how many people are progressing. They do not show whether Data Centre Projects have the expertise required for their next milestone.
A stronger workforce view connects project stages with specialist capability, occupational requirements, localisation, documentation and immigration preparation.
Construction progress measures how much of the facility has been built. Workforce readiness measures whether the expertise required for the next stage will be there when the facility reaches it.
For Data Centre Projects, that is the more useful management measure.
